You might have a problem with the local fop2 connection the manager does to find out what is your running version. Log into the dashboard, do you see that your version is 2.30.04? If the manager is unable to connect to the fop2 server to get info about the version (either because the fop2 server is not running, or because there is some firewall rule preventing that connection), then it will default to 2.0 or something and so newer plugins won't be active on the plugins page.
